"− Budget support is currently one of the most important forms of aid to developing countries, reaching EUR 13 billion in authorisations for Commission budget support in 2003-2009. Whilst, on the one hand, this mechanism makes it possible to overcome the failings of other types of aid, such as per project/subsidies, there are also some doubts about its effectiveness, not least the existence of a direct relationship between poverty reduction objectives – and development policy in the sense of the Treaty of Lisbon – and these financial transfers to the treasuries of beneficiary countries. In line with the requirements always expressed by Parliament, I consider it essential to immediately make this support dependent on respect – which will always be verified – for rights and minimum standards of governance, on rigorous controls by the Commission in cases of wastage and squandering of funds, on transparency in the partner country’s public expenditure, on reduction of poverty in all its aspects, and on the use of these resources in progressive way and in parallel with an effective political and strategic dialogue. I therefore support the creation of a multilateral system for monitoring budget support that includes national parliaments and civil society."@en1
