"This text acknowledges that the carbon market is inefficient, but fails to draw any conclusions. Not only that: it expresses satisfaction with the fact that new nuclear power stations are being built. It does, however, compensate for these serious failings by advocating a binding commitment to reducing greenhouse gas emissions by at least 30% by 2020. It also puts the emphasis on the polluter pays principle and calls for greater efforts to increase the proportion of renewable energies in the European electricity mix.
