"− I voted in favour of this document because I believe that, in full accordance with the principle of subsidiarity, the Member States should be allowed to prohibit or restrict the cultivation of genetically modified organisms (GMOs) in their territory, on grounds other than those related to negative impacts on health or the environment. The final text gives Member States greater discretionary power as regards the possibility to introduce specific bans, whilst nevertheless continuing to ensure a high level of protection of human health, animal health and of the environment, and ensuring the effective functioning of the internal market. The guarantee of full protection for European consumers, who are often against GMOs and their use in agriculture for reasons other than those of food safety, is in any case assured. The text does not change the situation for Member States which, like Italy, already prohibit the cultivation of GMOs."@en1
