I agree with the reasons that led the French authorities to ask for a separate system together with partial or total exemption from dock dues, depending on the product. These territories are what are known as outermost regions, where social and geographical difficulties are combined with economic production that is usually concentrated in certain market areas. I therefore agree with granting a special system of dock dues, since in cases like these it is fair to resort to such means to ensure the economic and social stability of these regions."@en1
