lpv:translated text	". In principle, I believe that the establishment of European agencies should effectively comply with the criteria of rationality and good operational management. This is clearly one of those cases. The nature of this establishment clearly justifies the emergence of such a body. As the rapporteur says, and I concur, there is a real need to ensure the operational management of the Schengen Information System, the Visa Information System, and Eurodac and parts of the communication infrastructure after the transitional period and potentially of other large-scale information technology systems in the area of freedom, security and justice, subject to the adoption of separate legal instruments. This single management authority can help to improve coordination between systems, enhance European responsiveness to matters of high sensitivity, provide training for technicians and experts with a high level of knowledge about such matters and, last but not least, make better use of resources. Finally, I should like to congratulate the rapporteur on the excellent work that he has done."@en1
