Genuine solidarity between Member States allows our regions to be more attractive, more innovative and more competitive. Simplifying access to assistance, more effective controls and quality spending are the objectives for a better functioning of this instrument. We need greater investment in research, knowledge and innovation to boost growth, the development of small and medium-sized enterprises and employment. I have one final comment: creating a new intermediate category must not result in existing categories being deprived of resources, but must introduce and aim solely and exclusively at the deployment of additional resources."@en1
