"Mr President, on 17 June the Venice Commission adopted an opinion on the new Hungarian Constitution, a matter also discussed at length in the European Parliament. I view this in a positive light and trust that the Hungarian Government and Parliament will reflect on the initiatives emerging from this debate. From the point of view of neighbourly relations between Slovakia and Hungary, it is good that the Venice Commission expressed views on those parts of the Constitution which have also provoked concern in Slovakia, in particular the article declaring that Hungary is responsible for the fate of Hungarians living abroad and should encourage them to exercise their individual and collective rights. The Commission has made it clear that responsibility for the protection of minorities rests primarily with their home states. The approach taken by Hungary in implementing the Constitution will be vital. The drafting of the framework and implementing legislation will be an opportunity for Hungary to remove ambiguities and to reduce the tensions produced by the Constitution. I wish our Hungarian friends much success in this regard."@en1
