European strategy for sustainable and inclusive growth remains high on the Union’s list of concerns, and cannot fail to be present in the preparation for the 2012 EU budget. The role reserved for small and medium-sized enterprises (SMEs) is extremely important, since it is SMEs that are best placed to stimulate this type of growth. This budget is emerging at a time of particular difficulty in terms of the crisis being experienced by the peripheral countries – including Portugal – and can play an important role in how these countries conduct their efforts to get back on the path to financial stability and healthy public accounts. Furthermore, new competences, like those relating to the area of freedom, security and justice, require the reinforcement of its resources and capacity for action. There could also be a need to increase resources, in order to face up to the consequences of how the conflicts in the Mediterranean develop. I hope the trialogue on the 2012 draft budget will take place in a constructive climate and will not fail to take into account Europeans’ main needs and concerns, and that it will contribute to providing the Union with adequate resources to properly fulfil the duties and responsibilities that result from these."@en1
