"− The proposal for a directive presented by the Commission sets out an EU legal framework for spent fuel and radioactive waste management. The proposal lays down requirements to ensure that Member States establish a national regulatory and organisational framework, in order to be able to draw up appropriate national programmes for spent fuel and radioactive waste management, from their generation to their disposal. The proposal is based on the Euratom Treaty and, in particular, on the guidelines provided in the report ‘Assessing Euratom – 50 years of European nuclear energy policy’. The rapporteur identifies four main priorities among the amendments tabled in the draft report for consideration by the members of the committee. The first is the need to envisage concepts and technical solutions for final disposal, in particular deep geological disposal. The second is the need to ensure that adequate financial resources are set aside to meet the requirements of nuclear plant decommissioning and that the resultant waste is disposed of. The third concerns the development of regional disposal facilities, while the fourth deals with transparency and participation of the public. For these reasons, I voted in favour of the proposal for a directive."@en1
