"In a large internal market like Europe’s, there is a need to ensure that consumers’ rights are protected. Mr Schwab’s report has the aim of merging four different directives: those on off-premises sales, on distance sales, on guarantees and on unfair contract terms. It is difficult to reconcile 27 different legal traditions on these subjects. This is probably not the most appropriate point in history to issue regulations of this complexity. It would have been more opportune, in my view, to concentrate on specific aspects and sectors, rather than to try and create a new competency shared between the EU and the Member States. In fact, for certain states, this directive will represent an over-large and over-enthusiastic step forward, while other countries will have to make concessions in the name of European harmonisation. For this reason, although I acknowledge the great effort made by Mr Schwab, I cannot vote in favour of this report."@en1
