"− The Commission’s proposals for improved economic governance are of major importance for the future of the European Union and for growth in the countries belonging to the euro area. Economic governance should be built on stronger national ownership of commonly agreed rules and policies and on a more robust EU national economic policy surveillance framework. If the latter is to be credible and efficient, it must be strengthened by the introduction of yearly fines for non-compliance with recommendations or the obligation to draw up a sufficient corrective action plan. We believe that economic governance and national economic policy should be a matter of common concern for all the parties involved, and that there should be an emphasis on early detection and prevention of potentially harmful macroeconomic imbalances. Greater involvement of parliaments at national level and EU level alike is therefore needed. Lastly, we believe that the Commission should have a stronger and more independent role in the surveillance procedure as regards assessments that are specific to each Member State, monitoring, missions, recommendations, warnings and sanctions. We also believe that enhanced transparency and accountability are crucial, in order to strengthen peer support and peer pressure, and that Parliament should have a stronger role in the surveillance process, but not an executive role."@en1
