The development of our territories, however, cannot be considered complete unless we genuinely take the urban dimension into account at European level. Indeed, cities play a driving role in achieving our objectives in relation to employment, training and energy efficiency. This report successfully demonstrates the added value of European policies, particularly cohesion policy, when it comes to development and the modernisation of infrastructure and services in European cities. For this reason, I welcome the fact that this report was adopted with a large majority. It successfully reconciles national concerns and local needs with the European priorities found in the Europe 2020 strategy whilst respecting the principles of multi-level governance and partnership."@en1
