"The European Globalisation Adjustment Fund was set up with the aim of providing sufficient support to workers feeling the effects of major structural changes in global trade. Under the Interinstitutional Agreement on budgetary discipline and sound financial management, the Fund cannot exceed a maximum annual sum of EUR 500 million. In April 2011 the Commission adopted a proposal to mobilise the Fund to assist Belgium, in order to support the re-entry onto the labour market of workers previously made redundant due to the financial and economic crisis. The Commission assessment was based on an evaluation of the connection between the redundancies and major structural changes in world trade or the financial crisis. In accordance with the Commission assessment, the request fulfils the criteria for entitlement to request financial support, and in my opinion it is right to support the request. The European Parliament, the Council and the Commission confirmed in a joint declaration from a meeting in 2008 that, with regard to the Interinstitutional Agreement, it is important to ensure a rapid process for decisions on mobilising the Fund."@en1
