lpv:translated text	"Madam President, the European Parliament has today adopted the report on the common agricultural policy towards 2020. I subscribe to the report’s long-term objective of trying to introduce fair conditions for all farmers in the EU, which means abandoning the historic criteria for direct payments. Despite this, I did not vote for the report, as I want to express my fundamental disagreement with the adoption of the proposal for a ceiling on payments based on farm size. This will discriminate against Czech farmers, for example, or will oblige them to break up farms artificially into smaller units in order to get a subsidy. I personally favour the development of small farms, but this is a measure that will reduce the competitiveness of European farmers in some countries."@en1
