"Madam President, first of all I would like to draw attention to the significant contribution that cohesion policy has made to economic growth and to the integration of the citizens and territories of the EU. For this reason, it was essential that Parliament should have its say on the policy to be followed from 2013 and it would be unfair to fail to mention the work carried out by Mr Pieper in his extensive report. Within cohesion policy the European Social Fund has been and will be a very important tool to assist Member States to adapt their policies to the Europe 2020 strategy and to combat the financial crisis. The Fund must concentrate its efforts on creating employment, promoting lifelong learning, helping in particular low-skilled workers, those outside the labour market, along with the most vulnerable groups, those who suffer discrimination and, of course, SMEs. It should also aim to achieve social inclusion and reduce poverty. In order to achieve these objectives it is imperative for the Social Fund, as part of the Structural Funds, to count on adequate resources and that administrative and procedural burdens are relaxed as much as possible and reduced to a minimum."@en1
