lpv:translated text	"Madam President, ladies and gentlemen, everyone is aware of the importance of the common agricultural policy and of the contribution it has made to the development of the EU and to food security. Environmental challenges and the fight against climate change mean that the post-2013 CAP now has a new role to play, for which I believe we need a stronger and more sustainable CAP equipped with a budget that can meet the objectives to be pursued, with particular attention to the development of quality food products and to the needs of small farmers. Speculation in agricultural commodities and extreme price volatility put food security at risk and require flexible measures. Possible market fluctuations must be tackled with counter-cyclical measures, which should be included in the first pillar and be capable of responding swiftly and automatically."@en1
