"Madam President, I would like to thank the honourable Members for a valuable contribution on Mongolia. This was a short but very interesting discussion on bilateral relations with this increasingly important partner for the European Union.
In addressing one or two questions raised during that debate, let me say that the Partnership and Cooperation Agreement covers cooperation on four main issues: firstly, principal norms and standards, secondly, sustainable development, including environment and social development, thirdly, trade and investment, with a special focus on raw materials and, lastly, justice and freedom, including the issue of migration.
On the timing, the agreed text has been presented to the European Union Member States which will have to agree to its signature. The UK House of Commons European Scrutiny Committee is currently examining the UK’s opt-in on justice and home affairs matters covered within a number of the partnership and cooperation agreements.
I do not want to speak on behalf of the House of Commons, but the procedure is expected to take between six and eight weeks. Thus, it could lead us to eventual signature in September at the next EU-Mongolia Joint Committee.
Although they are separated by long distances and have experience of different political systems, the European Union and Mongolia both share traditions of tolerance, openness and equality. With the entry into force of the Partnership and Cooperation Agreement, the European Union will be Mongolia’s so-called ‘third neighbour’, not only in words but in deeds.
Before concluding, let me come back to another concrete question which I ignored – I am sorry about that oversight. There will be a special meeting tomorrow in Vienna within the framework of the OSCE’s Permanent Council. The Member States will be addressed by Mongolia’s Minister of Foreign Affairs and Trade. I have in front of me a draft of the EU statement. I can only say today that we will welcome Mongolia’s intention to step up relations with the Organisation for Security and Cooperation in Europe. We will decide tomorrow whether to give any more details.
