"Madam President, Commissioner, we are aware that Russia is of significance to the EU, not just where economic matters are concerned, but also as a strategic partner. The ban on imports of EU vegetables that has been imposed by Moscow is undoubtedly problematic in the run-up to the negotiations on Russia’s accession to the World Trade Organisation (WTO), and we should make sure that Russia does not come into conflict with the WTO rules in future. There are also problems, however, in the area of the still unimplemented agreement from 2006 in respect of EU airlines. Relations between the EU and Russia are further strained by the planned US missile defences in Romania. If the EU is serious about its strategies for improving relations with Russia, then it must firstly resolve these problems and secondly, give consideration to Russian sensitivities relating to an historical sphere of influence that undoubtedly exists, or which exists as far as Russia is concerned. That is the only way we will make any progress."@en1
