"Impact assessments (IAs) can be of significant help from the standpoint of better law making if the economic, social, environmental and public health consequences of the intended political choices are studied throughout the political cycle, along with their impact on the public’s fundamental rights. However, in the issues that emerge in impact studies, we have the criteria used in those IAs. We know that there are a number of criteria and not just cost-benefit, and even there we need to know who is being hit by costs and who is enjoying benefits. That is why it is very important to ensure that impact studies are independent but this is, in practice, a very difficult task, given the multiple variables and interests involved. The methodologies of some assessments and specialists will be more independent than others. In truth, however, IAs often serve more to justify the decisions they are intending to take rather than to really tackle all the implications of the legislation they are intending to adopt."@en1
