"In a rapidly changing world, the European Union is faced with numerous challenges requiring a concerted global response. All these major transformations are making the European Union commit itself actively, alongside the other partners, to promoting effective solutions to the problems affecting both European citizens and the whole of humanity. The European Union is the world’s biggest provider of development aid and the United Nations’ main partner in supporting the latter’s efforts in carrying out its activities. The European Union must play a proactive role in creating a United Nations Organisation which makes an effective contribution to global solutions, peace and security, as well as democracy and international order, based on the rule of law. According to Article 21 of the Treaty on European Union, the EU is formally committed to effective multilateralism, which has a powerful UN organisation as its focal point, making a vital contribution to tackling the global challenges."@en1
