"I fully supported the adoption of this report which approves Bulgaria and Romania joining the Schengen area. Both States have worked hard to beef up border controls and have been successful, as confirmed by the positive findings of the evaluations and expert visits organised by the Council’s Schengen Evaluation Working Group. Both countries have met all the technical criteria laid down by the European Union. Consequently I fully support their full participation in the Schengen area. Member States cannot add new conditions (such as an assessment of policies on combating corruption and crime) or change the rules at half-time. This week marks the 26th anniversary of the Schengen Agreement, one of the EU’s greatest achievements, which must be defended, as must freedom of movement, which is a fundamental right for European Union citizens."@en1
