"Mr President, 2011 offers a strategic opportunity to draw the lessons from the four years that the regulation establishing a financing instrument for development cooperation has been in force. Since its entry into force, the main problem which has emerged seems to be the difficulty in understanding or accepting the specific role of development cooperation in the context of the European Union’s external action.
We therefore need to clarify the fact that development cooperation is the one policy area of external action, besides humanitarian aid, which has not been designed to serve EU interests, but to defend the interests of the most marginalised and vulnerable populations on this planet.
Through today’s vote, we will underline the need for a separate development cooperation instrument that specifically and exclusively targets developing countries and expressly pursues the objectives laid down in Article 208 of the Treaty on the Functioning of the European Union (TFEU). To conclude, Mr President, we are asking, in particular, for the delegated acts procedure to be used when taking decisions on general objectives, priority areas and expected results, as well as the allocation of funds which fulfil the criteria of Article 290 of the TFEU."@en1
