"To achieve the 2020 goals, a European approach is needed. At the same time, one has to realise that more Europe cannot be achieved with less money. Freezing the resources by Member States will not be a sustainable option. Once Member States have accepted long-term strategic all-European political commitments, it is not possible to deny them financing. This will only undermine the EU’s credibility in the eyes of millions of citizens. In practical terms, much better coordination of the programmes is required, concentrating on their complementarities. Financing the new priorities – R&D, innovation, and energy and transportation networks – will be unrealistic while retaining the present level of resources. The real internal EU challenge is to make the older EU15 and younger EU12 meet at the end of the next financial framework. Continuing with old programmes and designing new programmes has to be given in-depth scrutiny. Commitment to the EU’s principles of equality and solidarity should end the existence of different standards and also prejudices in decision making. The EU can succeed when all its Members are treated by the same standards. A true financial perspective has to look even further forward than seven years.
