"Madam President, I, too, would like to welcome the statement made by the Vice-President of the Commission against the background of the deepening conflict between both sides. I think that the political leaders must respect the will of the people expressed through the referendum on independence. Sudan has a long history of violent internal upheaval and recent developments indicate a return to this past. I want to stress the particularly difficult situation facing the population in the conflict zones. There is the risk of triggering a humanitarian disaster if members of the international community are not going to intervene. In addition, attacks in the areas defended by UN troops have been reported, which jeopardises the lives of soldiers and the return of the refugees. I must highlight the importance of the gradual disarming of the groups blocking the implementation of the referendum’s results. Arms trafficking in the region also encourages more rebel unrest, while compromising the process of establishing independence."@en1
