"Madam President, a few hours ago, the Sudanese Government informed the United Nations that the necessary conditions for the return of thousands of inhabitants who had fled the disputed Abyei region on the border between North and South Sudan would be put in place. As we know, although displaced inhabitants always leave very quickly, their return takes time and is all too often a source of considerable humanitarian and social problems. I therefore propose that the European Union should organise a monitoring mission as quickly as possible, along the lines of the work we did in the Balkans. Naturally, this mission could be carried out with the help of the African Union, and there is no reason why third countries could not be involved also. Lastly, a word on the rumours circulating about the possibility of ‘ethnic cleansing’ in the region. If what is suspected proves to be true, the international community will, of course, need to act swiftly, with impetus from the European Union. Under no circumstances must the tragedy of the former Yugoslavia be allowed to repeat itself."@en1
