"As the Treaty of Lisbon has increased the range of Parliament’s powers with respect to the conclusion of international agreements, it is necessary, in the process of redefining its status, to offer new forms of legal framework for its action. This report appears in this context. As Parliament has also come to have powers in relation to air agreements, it is important to ensure that it has access to information throughout the negotiation process. Indeed, it cannot simply be involved at the end of the process, whereby its activity is reduced to merely agreeing or disagreeing with the final solution, without having a range of relevant indicators at its disposal in order to make a considered decision. Underpinned by the need to involve Parliament throughout the process, it is also necessary to draw attention, even if only in general terms, to aspects such as the terms under which information is provided or the stages at which it should be made available."@en1
