"Global navigation satellite systems (GNSS) can have important and extremely useful applications for all modes of transport. Among other aspects, they can make them safer, more environmentally friendly and more economical. These systems can also play a vital role in supporting and promoting the use of so-called intelligent transport systems. However, like other technologies, the practical results of the applications are inseparable from the economic and social context in which they occur, and from the ends and objectives they serve. As such, it is not surprising that it is proposed that this system should also help establish the Single European Sky, for instance; we would like to distance ourselves from this aspect of the report. We agree with a global navigation satellite system that can support the development, modernisation and diversification of public services, especially in the area of transport. However, the system cannot fail to be analysed across all of the many dimensions in which it may be applied. In view of this, we would question the limits of the potential use of these programmes in a context of assumed competition between the EU and the United States with regard to the functionality and efficiency of these systems."@en1
