"Mr President, I would like to say a big thank you to the rapporteur for his excellent work on a very difficult subject. As many people have pointed out, the new rules merely contain calls for the Member States to use the revenue they receive to improve the environment and it is therefore important, just as Mr Sterckx said, that we here in the European Parliament continually remind our governments of the importance of following these recommendations. The intention is clearly not that our drivers and hauliers should pay for the noise and environmental impact if we do not, at the same time, introduce measures aimed at solving the problems, such as road treatment and other noise-attenuation measures. It is very important to prevent these charges simply becoming a new tax on heavy goods vehicles, as some Members here have pointed out. We must continue to work to improve the environment and reduce carbon dioxide levels in Europe, and it is therefore of central importance that we ensure that environmental charges are genuinely used to reduce and eliminate the environmental problems that arise."@en1
