"Madam President, Commissioner, to what extent have the weaknesses detected in our R&D system become strengths with the Seventh Framework Programme? There was a need to stimulate basic research and the European Research Council was fittingly created, which will be required to perform better at combining excellence and cohesion in the future. There was a need for more researchers and the Marie Curie Actions were introduced, which still require an even greater effort. A greater degree of participation was sought by small and medium-sized enterprises (SMEs), and we have successfully attained a figure close to 15%, which could be further improved with increased simplification. There was also a need for more funding, particularly private funding, which still remains a weakness, not only due to the crisis, but because certain instruments such as Joint Technological Initiatives (JTIs) frankly leave room for improvement. Nonetheless, Mr Audy, I have no doubt that, thanks to the lessons learnt in this mid-term review, the framework programme will reach an even greater degree of excellence.
