"We consider it important to move towards the adoption of the International Labour Organisation (ILO) convention supplemented by a recommendation on domestic workers, the majority of whom are women, and an increasing percentage of them illegal immigrants. These two groups are the most vulnerable and the most susceptible to violence or sexual abuse and it would therefore be very positive if a decisive step were taken on this matter at the upcoming ILO conference. The severely exploitative and discriminatory conditions under which many of those engaged in domestic work operate are well known. There is therefore an obvious need to regulate domestic work, so that they do not remain exposed to scarcely decent conditions, and are entitled to rights such as the right to social security, to health and safety protection, to maternity protection, to working time limits, to rest, and to freedom of association and representation. As such, effective measures to combat insecure jobs, falsified invoices, undeclared work and illegal work urgently need to be taken. It is therefore essential to transform all unstable jobs into stable ones with rights and decent wages."@en1
