"Madam President, it is very important to focus on the early years of childhood and early childhood education and care (ECEC). That is why I warmly welcomed Mrs Honeyball’s report, for which I myself was shadow rapporteur. With regard to this excellent report, I would like to make it clear that, hopefully, it is the importance of upbringing rather than education that needs to be emphasised when we are talking about small children. That is because all the essential ingredients of a person’s life are established during the first few years, and so it is probably true that if children have a secure basic upbringing, a secure living environment, they will also have the chance to succeed in the future. We should therefore stress the importance of upbringing rather than education. There will be a time for education later on, but, as has been said, this report reviews different models that exist in Europe, and the basic premise is that we should ensure that, from early childhood, not one single young person is excluded: everyone should have an opportunity to live a good, full life."@en1
