"Madam President, European programmes which support young people call for unqualified support. The people who are the future of our continent are also the most defenceless, are they not? It is we who must ensure that they receive the right education, with access to the benefits of culture and, most of all, the opportunity to learn foreign languages, as well as the opportunity to make a free choice of where they would like to receive their education. Not everyone has the money and the opportunity to be able to arrange this for themselves. The good results achieved in many programmes for helping young people, such as Erasmus and Leonardo da Vinci, show this to be an effective investment. The greatest support is needed by young people living in rural areas, who often do not have the financial means to begin a course of higher education and also do not have the opportunity to find work outside of agriculture in the area where they live."@en1
