"Mr President, innovation is one of the main driving forces of European competitiveness, without which it would be impossible to achieve our set strategic objectives. For example, there is a pressing need for innovation in the areas of public health and environmental protection. The Union and the Member States must therefore provide financial or tax incentives to businesses and individuals, in order to focus on scientific and technical research and development in areas that are less lucrative but highly beneficial to the public. In my opinion, we are still allocating relatively small amounts of the budget to research and I would therefore also like to emphasise the need for financing instruments in this area in future EU budgets. The area of European research would also be supported by the introduction of a single European patent which, besides protecting the intellectual property of innovators, would also have the potential to reduce lengthy and costly bureaucratic processes, and avoid repeat applications from one entity in all Member States."@en1
