"Mr President, I would like to congratulate my colleagues on their contribution to this very useful resolution and to state that I agree with all that has been said so far. Nevertheless, I have made some amendments on a couple of issues which I feel could be constructive and useful contributions to the final text. Firstly, there is no mention in the text of the effects of illegal trade on small businesses. Unfortunately, in this day and age, illegal trade is a reality and a phenomenon which is growing in all Member States. To put it simply, illegal trade is one of the biggest obstacles to the emergence and growth of Europe’s small businesses. My second comment concerns the Commission’s ‘second chance’ initiative for small and medium-sized enterprises (SMEs). In these times of economic difficulty especially, it is important to support SMEs and help them to develop. This leads me to my last point. I think it is regrettable that few of our innovative SMEs grow into larger companies and that there are fewer young, R&D-intensive, innovative firms in the EU than in the USA. Significant shortages in innovation-related skills prevent SMEs from adopting innovative smart business models and new technologies. This is an issue we must address, and we must cultivate in Europe the risk-taking spirit that exists in the USA among the young generation of Americans."@en1
