"I endorsed this document because it is aimed at ensuring that national defence systems are consistent with EU defence systems, as well as coordinating strategies with the most important global actors, such as the United States, Russia, China, Turkey and the Arab countries. It stresses and aims to promote a moratorium on executions. It also indicates orientations and objectives in cooperation with other countries. Effective multilateralism should be the overriding strategic concern of the Union and, in this context, the EU should take a leading role in international cooperation, support international institutions, facilitate international consensus and advance global action. There is an urgent need to address global issues of common concern for EU citizens, such as fighting terrorism, organised crime, pandemics and climate change, cyber security, ensuring the achievement of the Millennium Development Goals (MDGs) and the eradication of poverty, ensuring energy security, the non-proliferation of weapons of mass destruction, peaceful conflict resolution and disarmament, migration management and the promotion of human rights and civil liberties, and attention is drawn to the need for improved monitoring of EU funds in line with the European Court of Auditors Special Report No 15/2009. It takes the view that the EU should seize the opportunity of the adoption of NATO’s new Strategic Concept in order to substantially strengthen its partnership with NATO while, at the same time, developing the EU’s foreign, security and defence policies. I believe that an organisation-to-organisation relationship must be adopted."@en1
