"I voted in favour of this report as it is important to clarify matters at a time when the role of lobbies is still giving rise to much debate and, at times, conjecture among European citizens. We regret, however, that the registration of organisations has not been made compulsory, especially as it is a
obligation to register in order to receive a card to enter our premises. On the other hand, we have fought to ensure that the offices representing local, regional and municipal authorities in the European institutions are not affected by this measure, contrary to what was planned in the initial text. We consider these structures to be the direct product of democratically elected bodies. They represent the general interest, and should therefore be distinguished from lobbyists, who defend individual interests. Nevertheless, this register is an important step forward because, in many areas, the lack of transparency surrounding the role of lobbies can present a real democratic problem."@en1
