"The establishment of a common register by Parliament and the Commission to bring together in a ‘one-stop shop’ all information on the actors in contact with the institutions is a step forward on the way to greater transparency. Transparency in the political institutions is, in my view, crucial for an open dialogue with civil society. In fact, ensuring that opinions and information can be made known and exchanged publicly in the various sectors in which the Union acts and, at the same time, guaranteeing that the organisations and individuals who play an active part in EU policy making and policy implementation are monitored, are important factors in the democratic lives of the institutions. I would, however, like to express some reservations. I do not agree with excluding a series of actors from the scope of the register, such as the social partners and local, regional and municipal authorities. Their exclusion is unjustified, because these actors have specific interests and play just as active a part in decision making as many other representative associations. I also think the information required needs to be specified more clearly so that it cannot give rise to different interpretations, as happens in the current situation."@en1
