"The motion for a resolution shows clearly that there are still serious shortcomings over fulfilment of the relevant provisions of the Treaty of Lisbon. It does not look good to Member States when the European Parliament (EP) ‘urgently requests’ the European Council to develop a ‘European foreign policy strategy’, or when it calls on the European Council ‘to go about this task on the basis of political dialogue with the EP’. If there was a European foreign policy strategy already today, the equilibrium of the EU in that regard would be much better, for example, concerning the movements in the Arab world and the double or even triple standards applied towards the countries from this region. The positions taken by the EU towards the increasingly turbulent developments in the Balkans represent another problem. The EU has not yet found the ‘key’ to this region and lacks a systematic approach. The result of this, among other things, is that the prestige of the EU and the attractions of EU membership go into free fall in the Western Balkan countries. The ideas of Valentin Inzko, High Representative of the international community and EU Special Representative for Bosnia and Herzegovina, regarding the approach towards Serbia will not resolve the situation, but will rather do the opposite."@en1
