I would ask that you pay a visit to Iraq, in person, as soon as possible. You need to be seen in Baghdad, and indeed in Kurdistan. The Americans will be leaving the place by the end of the year and there will be a great void after they have gone. However, the European Union does not have a presence in Iraq or, to be precise, our diplomats there are so few that they are invisible or unable to make themselves visible. What they want in Iraq is our and your personal presence, they want political cooperation, and they want economic cooperation. I welcome your statement today on Bosnia and Herzegovina – that was a fine statement, but you have failed to appoint a head for the delegation in Sarajevo. By failing to appoint a head for the delegation in Sarajevo, you are playing into the hands of many who are destabilising Bosnia and Herzegovina both internally and externally.
