"Madam President, recent scandals have certainly exposed the power that lobbyists can have upon Parliament, so the Liberal Group strongly welcomes the streamlining of the lobbyists’ register, which creates effectively a straightforward mandatory system which ought to bring greater transparency and improved consultative processes. I commend especially paragraph 9 of the report, which invites the Bureau to set up a system of legislative footprints whereby rapporteurs can record those that have lobbied in the course of progressing a draft law. This is a sensitive question, but I think that it would be a further step forward in improving the popular legitimacy of Parliament and the quality of our law-making. The system can only be complete once the Council – which is the second chamber of our legislature – joins in, but I welcome the tentative steps forward which are being made and I thank the Presidency for its statement this afternoon."@en1
