lpv:spoken text	"Madam President, recent scandals have certainly exposed the power that lobbyists can have upon Parliament, so the Liberal Group strongly welcomes the streamlining of the lobbyists’ register, which creates effectively a straightforward mandatory system which ought to bring greater transparency and improved consultative processes. I commend especially paragraph 9 of the report, which invites the Bureau to set up a system of legislative footprints whereby rapporteurs can record those that have lobbied in the course of progressing a draft law. This is a sensitive question, but I think that it would be a further step forward in improving the popular legitimacy of Parliament and the quality of our law-making. The system can only be complete once the Council – which is the second chamber of our legislature – joins in, but I welcome the tentative steps forward which are being made and I thank the Presidency for its statement this afternoon."@en1
