"Madam President, in the past couple of months, the Commission has moved rather fast in publishing two important communications aimed at addressing the challenges at hand since the outbreak of the Jasmine Revolution in Tunisia. A number of policy options have been put forward and Parliament has already expressed itself on them in order to guide the Commission in drafting concrete legislative proposals. In the communication on migration, the Commission addresses the issues of external border controls, Schengen governance and organised mobility. Why is there nothing more explicit here on burden-sharing? The communication mentions the pilot project for the resettlement of refugees in Malta, but it does not introduce the notion of a pilot project concerning relocation of unauthorised migrants or asylum seekers – and this despite the repeated calls for such a burden-sharing system from various Member States and Members of Parliament. Why is the Commission not coming up with a concrete proposal on this? We are talking about a European area of freedom of movement; we are talking about a common European asylum system. When are you going to back up the notion of European solidarity with deeds?"@en1
