"Pursuant to Article 207(1) of the Treaty on the Functioning of the European Union (TFEU), the EU has competences in respect of foreign direct investment (FDI), as this type of investment is directly related to the new common commercial policy. The Treaty of Lisbon came into force at a time when many bilateral investment agreements with third countries were coming to an end and no transitional arrangements had been established to ensure an integrated move towards future agreements within the exclusive competence of the European Union. I think it is a good idea to undertake a reliable evaluation of all the bilateral agreements currently in force with third countries, and to adopt a strategy common to all Member States. As this report says, it is crucial that the rules laid down be transparent, be known to the main political players and be assessed within a maximum of 10 years. At a time when transactions involving assets and capital are becoming increasingly globalised, it is important that the European Union adopt a common investment policy in line with the strategy set out by all the Member States."@en1
