"In the wake of the severe floods that hit Pakistan in the summer of 2010, the European Union wished to provide aid in the form of exceptional trade preferences. Whilst the purpose behind this initiative is commendable, it is worth questioning how useful it will be in practice and to ask ourselves whether this economic aid will actually reach the Pakistani people, especially small-scale producers and farmers who have been particularly affected by the floods. The Commission’s trade-based aid plan must go through a specific procedure: it must obtain Parliament’s approval but also that of the WTO, since these trade preferences deviate from basic international trade rules. Parliament has just given the Commission the green light to continue talks with the WTO but has insisted on restricting their duration and scope. One might question the wisdom of choosing this slow, drawn-out aid procedure instead of other faster, more effective forms of aid that would have already reached Pakistan by now."@en1
