"The European Development Funds (EDF) continue to constitute the principal instrument that the EU has for granting development aid to the African, Caribbean and Pacific (ACP) countries and the Overseas Countries and Territories (OCTs) and, though implemented according to specific financial rules, remain outside the EU budget. It therefore urgently needs to be integrated with the EU budget to enable increased democratic control, accountability and transparency of financing.
This report makes an exhaustive analysis of the budgetary situation of the eighth, ninth and tenth EDF, drawing attention to some important questions that urgently require the review and implementation of
controls in the delegations and internal control systems of the partner countries, particularly with regard to public tender procedures.
Finally, this report shows once more that there is still a long way to go with regard to management of the EDF and their proper use, which is why I agree with all the rapporteur’s conclusions and congratulate him on his work."@en1
