"I endorsed this report and discharge in respect of the implementation of the budget of the European Parliament for the financial year 2009. The Court of Auditors found the payments as a whole to be free from material error. It found no material weaknesses when assessing the compliance of supervisory and control systems with the Financial Regulation. The Secretary-General of the European Parliament certified his reasonable assurance that Parliament’s budget has been implemented in accordance with the principles of sound financial management and that the control framework put in place provides the necessary guarantees as to the legality and regularity of the underlying operations. I agree with the rapporteur that it is necessary for Parliament, along with all Union institutions, to find the most cost effective ways of using financial and staff resources, including possible savings, as well as electronic tools and methods, to provide efficient services. I believe that the Secretary-General of the European Parliament must propose arrangements to ensure that use of the general expenditure allowance is transparent in all cases and that it is used for the purposes intended. I also agree that Parliament should only have one workplace in the same location as the other Union institutions. Currently the decision to change this situation - and to make some EUR 160 000 000 of savings annually, as well as to considerably lessen Parliament’s carbon footprint - lies exclusively with the European Council. We need to further rationalise the missions between the three working places, justifying and monitoring them better in order to avoid unnecessary missions and costs."@en1
