lpv:spoken text	"I voted in favour of the report on the 2009 Commission discharge because it gives an assurance of better management of payments in cases where funds are misused. I could not support some of the paragraphs from the report, which referred to the forthcoming review of the Staff Regulations of Officials of the European Communities. The reasons behind my decision are that revision of the Staff Regulations goes beyond the remit of the Committee on Budgetary Control and does not belong in the 2009 discharge report, but falls instead within the competence of the Legal Affairs Committee, which will be dealing with these issues in the near future. I believe that we have to take an overall approach and make a comprehensive review of the Regulations as a whole, rather than a fragmented one with various reports addressing various regulations."@en1
