"The vote on this budget discharge definitively approves the increase in the expenditure of the European agency Frontex on its task of controlling our external borders. That significant increase in the budget between 2006 and 2009 was both necessary and legitimate. It corresponds to a need to strengthen coordination of the Member States in the fight against illegal immigration. As the symbol of EU migration policy, Frontex must ensure that its budget is spent on concrete measures to control migration flows. I welcome, in this connection, the launch of a performance management system to give the agency’s operations greater visibility. The outcome-oriented system helps to compare operations over time and hence to evaluate them. This ‘yes’ vote is also, in my view, a strong political message from the European Parliament in favour of the European immigration policy developed under the French Presidency of the Union. A sovereign responsibility that previously fell to the Member States, border security is now handled at European level. This shared management of borders is an essential safeguard allowing for the full exercise of one of the EU’s fundamental freedoms: the free movement of persons within the Schengen area."@en1
