"I voted in favour of the report on the 2009 discharge: performance, financial management and control of EU agencies. If we want Parliament to play its role of discharge authority seriously, the MEPs must be given access to more comprehensive and detailed information on the budgetary and financial management of the agencies. We note that the responsibilities are shared, but they also seem to be diluted. Thus, the European Commission, despite being represented within the management boards, reminds us, on the subject of the accounting errors made by the European Police College (CEPOL), that an agency is ‘an entity with its own legal personality and has a fully administrative autonomy, which includes financial autonomy.’ Yet the management board sometimes delegates sole administrative responsibility to the Executive Director. Finally, the European Parliament decides whether or not to grant discharge to an agency, on the basis of the fairly brief reports by the external auditor, and depends on the goodwill of the Executive Director to be given additional information. I believe it is imperative to fill this gap in the legislation on Internal Audit Service (IAS) reports on the agencies and to propose a solution that will see Parliament granted real powers."@en1
