lpv:spoken text	"I voted for this Report but am concerned by the Court of Auditors’ findings that several agencies had deficiencies in procurement procedures. I call on the agencies to strengthen their internal controls to make sure that contracts and procurement procedures are correctly applied. Parliament is not ready to accept the chronic inability to put in place a control system which avoids or detects in time persistent errors undermining the legality and regularity of the agency’s transactions. I urge, in this respect, the agencies to: improve the transparency of estimates and responsibility of projects; strengthen their procurement authorisation at the financing decision and work-programme level; ensure that the disclosure of exceptions in their Annual Activity Report is made in a comprehensive manner; ensure adequate follow up of potential irregularities; develop and report on ex-post controls."@en1
