lpv:translated text	"Madam President, the Treaty of Lisbon lists foreign direct investment among the matters pertaining to common commercial policy. Indeed, according to Article 3 of the Treaty on the Functioning of the European Union, the Union has exclusive competence in this matter. Following the entry in force of the Treaty of Lisbon, Member States have maintained a significant number of agreements with third countries on foreign direct investment. If we want to prevent these agreements from interfering with the rules laid down by the Treaty, we cannot but adopt the policies and measures contained in the report by Mr Schlyter. The adoption of measures to substitute the existing agreements is the only way to ensure a high degree of protection for investors and to ensure that their rights are recognised and guaranteed by the legal certainty of such agreements. The draft certainly moves along these lines and I have therefore voted in its favour."@en1
